Lee Thibadeau What has he done for you? Lee Thibadeau, former mayor of San Marcos, has done what few
elected officials ever do - he has delivered on his promises. Through his dedication and ceaseless efforts,
San Marcos residents have reaped many rewards. He helped to make our city and North County a better place
to live - a place of potential. Here is a brief summary of his 17 years of accomplishments and what he has
done for you.

Serves as a volunteer reserve Deputy Sheriff (25 years).
- Pioneered the Community Orientated Policing Program (COPP's).
- Provided new technologies such as laptop computers & cell phones to our
patrol units to reduce paperwork and ensure better response to problems.
- Formed an anti-gang task force, providing role models and positive programs
for at-risk youth.
- Expanded the undercover drug task force.
- Opened the San Marcos Sheriffs Sub-Station to provide higher level of
service to residents.
- Instigated North County Border Patrol Station in San Marcos to reduce
illegal alien problems.
- Backed merger of the Fire Protection District with city and supported
construction of three new fire stations to ensure quality emergency services
and better responses. |

REDUCING TRAFFIC CONGESTION:
o Lead the fight for funding
for widening Highway 78 to six lanes.
o Lead the effort to win funding to improve our streets and flood control systems
by bringing in new
businesses such as the Price Club Center (COSTCO) to pay for one of the most
industrious capita improvement
programs ever undertaken by a small city.
o Provided leadership in the effort to bring better mass transit programs to
North County to reduce traffic impacts.

GROWING A BETTER ECONOMIC FUTURE:
In an effort to change the
direction from high density, low quality development in San Marcos, Lee knew
he
had to do something that would improve the value of San Marcos, bring higher
quality, lower density type
growth to San Marcos. To help make that happen, Lee:

Brought the University (CSUSM) to our city to provide a centerpiece for
creating a better economic cultural, and educational base for our city.
- Spearheaded the planning of the "Heart of the City Plan" which provided
a map of how best to guide our future.
- Helped to recruit the two new major medical facilities that will work
with our university in providing higher quality jobs, better medical care
and new research capabilities. |

SERVING THE COMMUNITY NEEDS:
o Expanded the City's Parks
Program and instituted the Environmental Task Force to assure preservation of
open space.
o Initiated in conjunction with then Councilman Smith the cities facilities
orientated growth management ordinance
and the requires neighborhood involvement and forces all new development to
pay its own way so as to ensured
higher quality development at less impact to existing neighborhoods.
o Implemented and fought to protect senior citizens from rent gouging with the
mobile home Rent Review Ordinance
then assisted many tenants in the purchase of their parks.
o Initiated family programs, such as Wellness Center, Family Care Commission,
etc.

CUTTING THE COST OF GOVERNMENT:
o Fought to bring more business-minded practices into city budgeting such as
the budget vs. actual quarterly
reporting system.
o Utilized Joint Powers Agreements with other agencies, where possible, to reduce
overhead cost and increase
efficiencies.
o Fought against unfunded mandates by county, state and federal officials.
o Used RDA funds to maximize benefits to community and reduce tax burdens.
